Gotham Government Services: Federal Training and Workforce Development
Gotham Government Services is a Service-Disabled Veteran-Owned Small Business (SDVOSB) specializing in training, instructional design, workforce development, and organizational support for federal agencies. We combine deep federal expertise with organizational culture methodology to design and deliver training that drives real mission impact.
Our Story: From Culture to Government
GGS was founded on a powerful combination: the organizational culture expertise of gothamCulture, a nationally recognized organizational development firm, merged with dedicated federal training capability through our acquisition of ALIS (American Learning & Innovation Systems) in January 2020.
The result is a uniquely positioned firm that understands both how organizations work and what federal agencies need. We’re led by a veteran and organizational psychologist, bringing lived federal experience and behavioral science rigor to every training program and consulting engagement.
What this means for you: Your training isn’t generic. It’s rooted in how your organization actually functions—your culture, your mission, your constraints—ensuring every program drives measurable behavior change and organizational performance.
1. Instructional Design & Course Development
We design and develop training using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation), ensuring every course meets federal compliance standards and learner needs.
- Conduct learning needs assessments to identify organizational training gaps
- Design curricula aligned with federal competency frameworks and job task analysis
- Develop instructor-led training (ILT) materials: instructor guides, participant workbooks, case studies, exercises
- Create eLearning courses: SCORM-compliant, 508-accessible, mobile-friendly
- Build blended solutions combining ILT, eLearning, job aids, and performance support
- Develop tests, assessments, and certifications aligned with learning objectives
Compliance & Accessibility: All courses meet 508 compliance (accessibility standards for federal employees with disabilities). All eLearning meets SCORM 2004 standards for LMS integration. All design follows ADDIE best practices and incorporates adult learning principles.
2. Training Delivery
GGS delivers training across multiple modalities, meeting agencies where they are—classroom, virtual, self-paced, or blended.

What Sets GGS Apart
SDVOSB Certification
We’re a Service-Disabled Veteran-Owned Small Business, verified by the U.S. Small Business Administration. This means agencies can support veteran-owned businesses, meet socioeconomic contracting goals, and access sole-source procurement authority when partnering with GGS.
Culture-Informed Methodology
Training and change management don’t exist in a vacuum. Our approach integrates organizational culture research and analysis into every program—ensuring training fits how your organization actually works, not how consultants think it should work. This drives real, sustainable behavior change.
Dual Contract Vehicles
GGS holds both GSA Schedule MAS (since 2006) and HCaTS SB Pool 1 (since 2016) contracts. This gives federal agencies multiple procurement pathways and flexibility in how they engage GGS.
