How the HCaTS Ordering Process Works
HCaTS SB simplifies federal procurement by giving agencies access to a pre-vetted pool of small business human capital contractors. The process works in two ways:
Fair Opportunity (Competitive Task Orders): Your agency issues a task order solicitation to the HCaTS SB pool. GGS responds with a technical proposal and price. Award goes to the best value offeror under your agency's evaluation criteria. This satisfies FAR competition requirements without a full open-market solicitation.
Sole Source (SDVOSB or Streamlined): When GGS is the only SDVOSB with a reasonable expectation of award, contracting officers may use FAR 19.1406 to award a sole-source task order up to $4 million (non-manufacturing NAICS). This is the fastest path to contract award for urgent mission requirements.
In both cases, the HCaTS contract vehicle eliminates the lengthy open-market acquisition timeline. Agencies that have worked with GGS on one task order can also follow-on under the same vehicle for recurring requirements.

What is the ceiling for HCaTS SB?
The HCaTS SB contract has a $5.75 billion program ceiling across all small business pool contractors. Individual task orders are sized based on agency need and available funding. There is no minimum order requirement.
