Why Federal Agencies Choose GGS on HCaTS

Gotham Government Services brings more than 20 years of proven federal performance to every HCaTS engagement. Our team has delivered human capital, training, and organizational performance solutions across civilian and defense agencies — on time, on budget, and in full compliance with federal standards.

Veteran-Owned Small Business Advantage

GGS is a Service-Disabled Veteran-Owned Small Business (SDVOSB) and SBA-certified HCaTS Small Business Pool 1 prime contractor. Awarding to GGS on HCaTS supports your agency's small business and veteran-owned business goals without sacrificing quality or capability. Our SDVOSB status also qualifies us for sole-source award authority under FAR 19.1406 when applicable.

Integrated Human Capital Expertise

Unlike firms that specialize in a single KSA, GGS delivers across all three HCaTS KSAs. Our team blends instructional designers, organizational development consultants, change management specialists, and learning technologists into every engagement. The result is a cohesive solution — not three separate workstreams stitched together after the fact.

Culture-Driven Performance Approach

Our parent organization, gothamCulture, has spent 20 years studying how organizational culture drives performance. GGS applies that same methodology to federal workforce development — designing training and human capital programs that align with how your agency actually operates, not just with how policy says it should.

How the HCaTS Ordering Process Works

HCaTS SB simplifies federal procurement by giving agencies access to a pre-vetted pool of small business human capital contractors. The process works in two ways:

Fair Opportunity (Competitive Task Orders): Your agency issues a task order solicitation to the HCaTS SB pool. GGS responds with a technical proposal and price. Award goes to the best value offeror under your agency's evaluation criteria. This satisfies FAR competition requirements without a full open-market solicitation.

Sole Source (SDVOSB or Streamlined): When GGS is the only SDVOSB with a reasonable expectation of award, contracting officers may use FAR 19.1406 to award a sole-source task order up to $4 million (non-manufacturing NAICS). This is the fastest path to contract award for urgent mission requirements.

In both cases, the HCaTS contract vehicle eliminates the lengthy open-market acquisition timeline. Agencies that have worked with GGS on one task order can also follow-on under the same vehicle for recurring requirements.

GGS HCaTS Capabilities at a Glance

Our HCaTS work includes the following categories of effort across all three KSAs:

  • Leadership Development Programs — Cohort-based leadership curricula aligned with OPM Executive Core Qualifications (ECQs) and agency-specific competency frameworks
  • eLearning and Digital Courseware — SCORM-compliant, Section 508-accessible courses developed in Articulate Storyline and Rise, deployed to LMS platforms including CSOD, Blackboard, and TalentLMS
  • Instructor-Led Training (ILT/VILT) — Facilitated training for large and small cohorts, in-person and virtual, with custom participant and facilitator materials
  • Organizational Culture and Change Management — Evidence-based change strategy, stakeholder alignment, and culture assessment using validated survey tools
  • Training Program Management — End-to-end management of multi-component training initiatives including scheduling, logistics, LMS administration, and reporting
  • Competency Modeling — Development and validation of agency-specific competency frameworks aligned with OPM and DCIPS standards

How do we start a task order with GGS on HCaTS?

Contact GGS directly at thrive@gothamgovernment.com or 202.843.5447 with a description of your requirement. We will confirm HCaTS applicability, advise on ordering approach (fair opportunity vs. sole source), and develop a responsive proposal. Most agencies find it helpful to share a draft Statement of Work or Performance Work Statement before we begin the proposal.
