HCaTS Small Business IDIQ
The Human Capital and Training Solutions Small Business (HCaTS SB) contract is a Government-Wide, Multiple Award, Indefinite Delivery, Indefinite Quantity (MA-IDIQ) contract vehicle. HCaTS SB is the result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA), designed to provide federal agencies with streamlined access to human capital and training services from qualified small businesses.
HCaTS is particularly well suited for larger, more complex engagements that span multiple functional areas, such as comprehensive organizational development programs, multi-year training initiatives, or enterprise-wide workforce transformation efforts. Task orders under HCaTS can be structured as firm-fixed-price, time-and-materials, or labor-hour, giving agencies flexibility in how they scope and fund engagements.
