The Challenge
The Veterans Benefits Administration administers compensation, pension, education, home loan, and life insurance benefits to millions of veterans and their families — through a national workforce of claims processors, counselors, and support staff operating across 56 regional offices.
Keeping that workforce current, consistent, and effective is a persistent operational challenge. New hires need structured onboarding. Experienced staff need training updates as regulations change. Supervisors and team leads need development pathways. And all of it needs to meet federal standards for accessibility, instructional quality, and documentation.
VBA’s Office of Human Capital Services sought a training partner capable of conducting rigorous front-end analysis, designing scalable instructional programs, and developing materials that serve both new employees and career professionals — with the flexibility to respond as VBA’s training priorities evolve over a multi-year period.

Training Needs Analysis
Every GGS engagement begins with analysis. Working alongside VBA subject matter experts and HR stakeholders, GGS conducts front-end analysis to identify the root causes of performance gaps — distinguishing training needs from process, policy, or management issues. Findings are documented in a training needs assessment that guides all subsequent curriculum decisions and ensures resources are directed at gaps that training can actually close.
Instructional Design & Development
GGS instructional designers develop training in formats matched to the audience, content complexity, and operational realities of the VBA workforce. Deliverables include instructor-led training (ILT) packages, virtual ILT facilitation guides, eLearning storyboards and modules, job aids, participant guides, and knowledge assessments. All materials are designed to federal standards and Section 508 accessible from the first draft.
Subject Matter Expert Integration
Benefits administration is technical and regulation-driven. Our team works directly with VBA’s subject matter experts to capture institutional knowledge accurately, validate content against current policy, and ensure training reflects the actual decisions and judgment calls VBA employees face. We also build in processes for updating materials efficiently as legislative or regulatory changes require.
Scalable Program Architecture
GGS designs training systems, not just individual courses. Under the VBA contract, we apply a modular development approach that allows new content to be added, updated, or reused across programs — reducing long-term development costs while maintaining quality and consistency across the curriculum portfolio.
