Leadership Development for Federal Civilian Employees

Leadership development in the federal government isn’t optional — it’s a strategic workforce requirement. The Office of Personnel Management (OPM) has established the Senior Executive Service (SES) Executive Core Qualifications (ECQs) as the federal standard for senior leadership competency. Agencies face ongoing pressure to develop SES pipelines, build supervisory capability at the GS-13 through GS-15 level, and retain mission-critical leaders in a competitive talent environment.

Gotham Government Services designs and delivers leadership development programs specifically for federal civilian employees — built around OPM’s leadership frameworks, grounded in the federal operational environment, and focused on the practical leadership challenges government leaders actually face.

The Federal Leadership Context Is Different

Federal leadership development requires more than adapting a commercial leadership curriculum. The context is genuinely distinct:

  • Federal supervisors operate under HR frameworks — Title 5, performance management requirements, EEO obligations — that shape what leadership decisions are and aren’t available to them
  • Career federal leaders navigate political transitions and shifting priorities that require adaptive leadership skills not typically covered in commercial programs
  • The SES ECQ framework creates a specific competency architecture that career development programs must support
  • Union relationships, merit system principles, and workforce protections create a leadership environment unlike any private sector analog

GGS programs are designed with these realities built in, not bolted on.

GGS Leadership Development Programs

Supervisor Foundations

Designed for new and developing federal supervisors (GS-12 through GS-14), this program builds the core leadership capabilities required for effective civilian supervision: performance management, feedback and coaching, navigating HR processes, team dynamics, and communication. Content is aligned to OPM’s Supervisory Framework and delivered as a multi-session blended program.

Mid-Level Leadership Acceleration

For GS-14 and GS-15 employees with high potential for senior roles, this program builds the competencies that bridge mid-level management to senior executive performance: strategic thinking, cross-organizational leadership, change and transformation, and executive presence. The program uses a cohort model to build peer networks alongside individual development.

SES Readiness and ECQ Development

GGS works with agencies to build structured SES readiness programs for employees on the senior executive development track. These programs are designed around the five ECQs — Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions — with structured development activities, executive coaching, and ECQ narrative development support.

Custom Leadership Programs

Many agencies have leadership development needs that don’t fit a catalog solution — a leadership team that needs alignment following a reorganization, a specific mission area that requires custom competency work, or an accelerated development need tied to a major agency initiative. GGS designs custom programs from the ground up, grounded in a learning needs assessment.

Delivery Modalities

GGS delivers leadership development programs through multiple modalities to accommodate agency schedules, geographic dispersion, and hybrid work environments:

  • In-person instructor-led programs and workshops
  • Virtual instructor-led training (VILT) with full facilitation support
  • Blended cohort programs combining synchronous and asynchronous elements
  • Executive coaching as a program component or standalone engagement
  • Action learning projects and peer learning circles

Measurement and Evaluation

GGS builds evaluation into leadership development program design. We use Kirkpatrick Level 1-3 measurement — participant reaction, learning assessment, and behavior transfer indicators — along with pre/post 360 assessments where appropriate. Agencies receive an end-of-program evaluation report with data on learning outcomes and early behavior transfer indicators.

OPM Alignment

All GGS leadership development programs are aligned to the OPM Leadership Development Framework and the SES Executive Core Qualifications. Programs can be designed to fulfill agency leadership development policy requirements and to support individual development plan (IDP) goals for participants.

Contract Vehicles

GGS leadership development services are available under HCaTS Small Business (GS02Q17DCR0007) and GSA MAS (47QRAA26D003R). Task orders can cover program design, facilitation, coaching, and evaluation services as a single integrated requirement.
